I've riddin mine with and with out the windshield. As far as control I didn't feel a difference, as for comfort I wouldn't ride without one. I also think that the more you ride the more stable you will feel on the bike. 40 mph isn't very fast and I have had mine up to 80mph kinda shaky in that much wind but didn't do to bad. Just remember take your time and get comfortable with it, DO NOT OVERRIDE YOURSELF. If your not comfortable don't do it.
